I am trying to conduct a repair reinstall of Vista. The Vista was originally installed then service pack 2 was installed later. I have tried to boot from the original Vista DVD and a Windows Vista Businees DVD with SP2 but it shows 'upgrade disabled' in both cases. The fix makes the application's DeleteFile function call a virtual call in an effort to remedy the UAC and file virtualization issues that were introduced with Windows Vista. This fix also links other file APIs (for example, GetFileAttributes) to ensure that the virtualization of the file is deleted.

The problem is, with Windows Vista, the installation media serves more than one purpose. It’s not just a way to get Windows installed, it’s also the only way of recovering a borked installation.
